What we're reading March 1: financial managers, telepathy, and sleep

Here's what we're reading today, March 1:

- Gov. Rick Snyder is expected to announce he will be appointing an emergency financial manager to Detroit today, according to the Detroit Free Press. Detroit's City Council is exploring legal options to block the appointment.

- NPR reports on studies that indicate a lack of sleep can have a major impact on the health and education of teenagers in the long term. Similar issues have been found in adults who do not get enough sleep.

- MSNBC has a report about an experiment where two rats were linked together so that electrical signals in one's brain would be received by the other rat. Researchers think it could be helpful for people with prosthetic limbs.
