State DOC to reimburse county jail based on prorated scale

STANDISH — In the future, the Michigan Department of Corrections will be reimbursing the Arenac County Jail for each prisoner it houses on a prorated basis, as opposed to a flat fee.

The Arenac County Board of Commissioners made that decision at its Oct. 5 meeting. Commissioner Ronald Branda said the state would reimburse the county jail between $35 and $60 per day per prisoner, based on the level of offense committed by each prisoner. Previously, the state had reimbursed the county jail a flat rate of $43.50 per day per prisoner.

“Now it will be determined based on the offense,” Branda said.

Branda said the $60 rate would apply more for serious offenders, while the $35 rate would apply for what he described as “diverted offenders,” or those committing crimes against property. He also said the new fees will take effect “very shortly.”

“Oct. 15 was the deadline to determine where we wanted to go,” he said.

Sgt. Mike Badour, the Arenac County Jail administrator, said the state implemented the prorated reimbursement plan because “the state is just trying to show the counties that they want to work with them.” He also said the county has gone a while without any reimbursement from the state for county prisoners.

“In the last couple of years, we haven’t brought in anything as far as county jail reimbursement,” he said.

Badour said he had “no idea” when the county would start getting reimbursed as part of the plan approved by the Board of Commissioners.

“We don’t have any felons that are diverted,” he said. “That’s the only time you get reimbursement.”

Board of Commissioners Chairman Raymond Daniels said Badour suggested to the board that they adopt the prorated fee, as opposed to the flat fee.

“The state is willing to reimburse the county more to house prisoners,” Daniels said.

However, Commissioner Joseph Sancimino said Arenac County Sheriff Jim Mosciski should have been the one to make a formal suggestion to the board regarding which fee to adopt.
